When I first saw that image and that phrase, I didn't think it was Cortana saying it. I mean you can take it as Cortana saying it, and that makes sense, but I didn't see it that way. It's almost like an outside third party is now telling him to wake up. Be it a Forerunner AI or the 'Planet' or a person outside of the story entirely. The time for dreams and rest is over, something BIG is about to happen. Honestly, if this image was released without the trailer, I wouldn't have thought that line came from Cortana at all. (It still might not be.)
In that context, I love the line paired with that image. It gives off such a sinister vibe. Sorry if my post comes of as confusing or redundant. I'm having difficulty explaining how I perceive the image. :)
