It does mean that if 1) You don't have enough players in total for both games to run simultaneously; 2) the players will not spontaneously decide to all play one game or another, and 3) there is no external force to compel players to play football on Monday and baseball on Tuesday. This is the line of thinking that gave rise to playlists. The playlists allow Bungie to assemble the players and then dictate what game will be played, within certain constraints. Outside of customs, players are not able to determine exactly what game is played on exactly what map-- they aren't allowed to take over the entire playground. Having yet another Halo title (in addition to H3, still supported, and Reach, recently released) with incompatible multiplayer is like adding another option. All other things being equal, people would tend to fragment into ever smaller groups until everyone is trying to play what they want, but nobody can actually play it because there aren't enough players. I don't mean that no one can play anything. I mean that matchmmaking no longer works effectively because that depends on having large enough populations to work on. If Anniversary's population is too small to impact Reach/H3, then by definition its probably not cost-effective to implement and support. I don't think "possible to find a match" is the standard they want to use for "efficient operation of matchmaking". Also, that's false, because Halo 2 was shut down before Reach ever launched.
