The fact that that reasoning ever even came into play proves they are not thinking solely about how to make the best game possible. Even if it's customs only w/o matchmaking, that is still a huge draw.

Acceptable reasons for not including mutliplay over XBL:
-Technical challenges make it impossible
-Technically possible, but budget doesn't permit
-It somehow wouldn't be fun
-There's no demand by players.

Unacceptable reasons:
-People would play it instead of this other game.
-It wouldn't be 'the same Halo'.
-We'd have to include all the MP maps from Halo and Halo PC leaving us with no room for DLC.
-We'd rather focus on some other stupid feature like saber space fights.
