Right, but you brought it up as if the first game did something wrong and the later games got it right, as if the first game was flawed because of those design decisions, and the later games were inherintly better because they didn't make them. It doesn't matter that a particular technique is only functional for the genesis of a story; that has little to do with whether or not it is well executed.

You also seem to be looking at the fact that it uses exploration and combat to apply storytelling emphasis, and using that fact plus the lower amount of hard exposition to, perhaps, perceive a lack of as fully structured and complex of a narrative as the other games. If anything, I would argue that it is the other way around; by taking advantage of these resources and using them in the right ways in the right places, it adds an extra level of complexity.
It doesn't need raw exposition about "the nature of the flood" in 343GS to emphasize how desperate you should be and how screwed the galaxy might be, because the oppressive hallways, initial resource scarcity, hyperaggressive enemies that exist in every corner, all combined with the creepy build up and reveal, lay that on you heavily without explicitly saying much. The large group of marines that exist at the top of the final elevator don't exist there just for expositional or gameplay reasons; they're one last, brief respite from the utter terrifying lonliness of the second half of the game to toy with the players head and tell them that maybe, just maybe, they have a chance of escaping this hell they just got into, just moments before 343GS himself dragoons the Chief and you get sent down into the amazing black humor gauntlet that is The Library.
When I say that Halo CE creates its narrative emphases through means other than straight exposition, these are the kinds of things I'm talking about. The resonance and juxtaposition of game content goes to incredible lengths to create narrative flow and emphasis, in many areas requiring only minimal straight exposition for basic guidance. And I would argue that more exposition than we currently get would only get in the way of pacing and juxtaposition of the bits of pieces currently being used for storytelling emphasis.

Ultimately, the end result is that the ways in which Halo CE's storytelling is complex is very different than the ways in which Halo 2's storytelling of complex, dropping us back to the YMMV issue.
