After I tell you this you will have to go on the run. Johnson and Stacker are serial clones. Their original templates volunteered for the UNSC Hydra initiative. At the start of the conflict, the UNSC realized that they would need to massively expand their forces. Getting new recruits wasn't a problem but training them was - as there wouldn't be enough experienced sergeants to go around. Also, due to the short training times, UNSC psychologists advised that raw recruits would perform better on the battlefield if they were led by the same men who trained them. Both problems could be solved by cloning the best drill sergeants, men who also had experience in fighting Covies at first hand, men who would dedicate their lives for the UNSC and for the raw recruits in their fire teams. UNSC psychologists hand picked the most promising candidates for the project. Stacker and Johnson were among them. The volunteer templates had their minds copied into a special form of smart AI - their brains were destroyed in the process. These AIs were not like the other AIs that we are used to. They were not conscious, they didn't have a life of their own. They existed to be downloaded into each blank clone as it grew, to impress the mind of the template donor onto each new copy. The UNSC scientists determined that this could be done tens, or perhaps, hundreds of millions of times without serious degradation of the unconscious template AIs. Once fully grown a sergeant would train his team to basic competence and then ship out with them to fight along side them and continue their instruction in the field. The initial batches were flash cloned as life expectancy in battle was not high. In time the UNSC were able to use slow grown clones as the war dragged on. Later on the UNSC scientists were able to download experiences from the brains of sergeants who had died in the field and they could update the template AIs to keep their experience up to date. These template AIs had the greatest knowledge of Covie battle techniques of any soldier in the UNSC. They even supplemented the training of Spartans and formed friendships with those Spartans that they taught. UNSC psychologists have noticed some interesting effects of the updating process - over time the sergeants became used to the idea that they could die and yet live again. Familiarity with this idea was reflected in their speech. This is the origin of the marine taunt, "Get up so I can kill you again!" There has been speculation that the Covenant do something similar to train their Grunt grunts. As I said, this is only speculation, the only evidence that I can find for this is the final cry of Grunts who have had a sticky attached to them. :-)
