I actually agree with many of the negatives, and I pondered on the issue since my post, and I think I've ultimately come to a conclusion:

The only major issue with the content in Halo 3's existing campaign is the scripted writing.

ie, Master Chiefs Halo 3 campaign is good at presenting the end of Master Chief's side of the story. The pacing towards the begining may be a tad dragged, but even then those levels set the stage for the main event quite well, with the main issue perhaps being that The Storm could have used a more significant target complex than a single little gun. The chief isn't doing huge things, but in this thematic establishment and mood setting he doesn't necessarily have to be.

However.

(Caveat time!)

There are a ton of issues people bring up with the story, they're reasonable, and they result from very large real problems with the game. Truth is a strictly religious zealot? What's going on with the Covenant civil war? The issue I find upon pondering these complaints is that their explainations would not necessarily have fit well into the Chief's campaign; from his viewpoint through the game, as has been noted, Truth would have been a crazy zealot since he's almost always seeing Truth as the brutes would also have to see him. And I'm not sure how more Covenant civil war elaboration would have smoothly fit in anyway.

Which is why I've come to the conclusion that Halo 3's campaign isn't problematic in and of itself beyond poor dialogue writing; the campaign does what it does well. Almost every major systemic complaint comes from the issue of not having an Arbiter campaign.

What I'm ultimately saying is, an "ideal" Halo 3 would probably be able to have a Chief campaign very similar to the current one, and that having a Covenant civil war-focused Arbiter campaign would just about entirely resolve every issue that people have with the game.

In even more other words, if I had been in charge of Halo 3's development, and I had the retrospective view on it that I have now, I think I'd leave the Halo 3 campaign is almost as is (but with some scripted dialogue rewriting), but I think I'd also include, entirely on the side, an Arbiter campaign. And considering when the juiciest Covenant Civil War stuff takes place, I think that the Arbiter campaign would perhaps actually be chronologically and gameplay-wise prior to the Chief's campaign rather than interspersed within it Halo 2-style. And, as per its purpose, it would explore the heck out of the available details; with satisfactory coverage, I feel that letting the Master Chief campaign as it currently exists would work great doing what it does well: serve as a stylistically epic final act.

So: Am I onto something, or am I just crazy and my mind is clearly crowded from all this Circuits I and DiffEq studying?
