Let me clarify - the two are not mutually exclusive. A game could have a heavy military/battle component and still be character driven. However, being military/battle focused means that the action (content/interaction) will be a primary focus. In Reach's case, it was more the latter than the former.
GoW for me feels more like Chief as a team of characters. It's military and action, but there's still emphasis put on the characters themselves. I haven't read the novels (yet, I own a couple), but the video games don't seem to have much in the way of military jargon, but lots of action, and a couple of characters get the limelight to a similar degree as the Chief. I think it just gets muddled trying to define in this context when there are more than one primary protagonists with significance to the plot :) In short: Reach was no GoW in the way of character development, but very similar for military/action style content, while the Chief clocked in more on the character side than military.
