I wouldn't put it quite like that.

The Gears of War and SW: Republic Commando novels are without a doubt very military focused stories, very detailed in those terms, but it also makes them very character driven by highlighting the close knit nature of a military unit.

Reach had the potential to be considerably more character driven than any Halo game before it because it wasn't a space opera, but that opportunity wasn't really capitalised on.
