Okay so there is a Cloaked Elite in the first part of the First Playable mission (where you are investigating the communications blackout) He runs away as you make your way from the Falcon in the beginning of the level. IF you manage to shoot and kill him he will drop a Data pad.

It explains Glassing from an AI point of view.

Second Data pad is in a structure on the same level about half way through, by a body.

Third Data pad i have spotted is under the stairs in the Sword Base mission (where the shotgun was in the Beta) while playing campaign.
