I used this AA almost exclusively last night, and here are some quick hit thoughts regarding its use.

1) While you scramble your motion tracker, if you pay close attention you can still see your target's red dot. The scrambled dots also move in a predictable pattern. If it's not moving in that pattern, it's probably an enemy. The scrambling doesn't effect the elevation of enemies on your scope, so you can always tell if they are above or below. This also works in reverse - see a ton of dark dots? The cloaked enemy is below you! Also, wait to cloak until you see an enemy on your scope, or, pop out of cloak while in cover to check your scope.

Further related to the points above, use your scrambling ability to help your team. On 1 Flag CTF on Powerhouse, I would often post up outside and scramble the trackers of the people inside. It also makes them nervous, since they think you're inbound. This might give your teammates an opportunity to sneak it and do some damage.

2) I've found the silence of cloak to be very useful when using precision weapons. My BR skills in Halo 3 were always below par because I would get excited from the sounds of battle around me. With the DMR and pistol, I feel like I focus better when cloaked and land more shots. (Cody, your comments and video have been very helpful.)

3) Close range weapons are your friend - there's nothing like standing out in the open and blowing away some unsuspecting sprinter! :D
