Chances are very high Bungie already did try it, you know, at the start in prototyping phases. But just as it is described that if you do something and then -everyone- starts using it, you have just broken your game. Chances are even if there were minor impulses toward improved AA's, you're gonna shift the balance to one AA over others. And people won't change them on the fly as much because they'll lose their bonuses for picking a different ability. I tend to stick with Sprint or Armor lock, but sometimes I find myself needing a Jetpack or Active Camo. I don't want to be penalized for adapting.
