Johnson codes for odst were an incentive to pre-order, these armor codes are an incentive to spend extra money. I believe in the case of Reach that the armor codes will come packaged with the game to avoid the shenanigans that occurred with the ODST release.
However, I could be wrong. But since there is a significant price difference between basic and legendary, MS will be more careful in order not to disappoint those under the impression they are getting something exclusive for spending $150. If there the same are armor code shenanigans as during ODST, I think those legendary edition buyers will be extreme pissed.
