That's largely true, but the idea that they did not have time to clean up their ruins, colonies, etc. doesn't really make sense. The as-yet undetermined number of surviving Forerunners (some did survive, enough to enact an "exodus" out of the Milky Way; just check the Halo Encyclopedia) and their machines had the time, energy, and resources to reseed the galaxy and make sure that the reseeded species survived, but they did nothing about all of the material that remained behind.

Even with Mendicant Bias's betrayal, the activation of the array, etc., they were still able to reseed the galaxy with their Key Ships and other means, designate a successor species, and take themselves out of the galaxy to parts unknown. If they could do all that, how hard could it have been to hold off on the reseeding, and destroy as many remnants of their culture in galaxy as they could before they sent the galaxy's sentients back home?

Their plans, efforts, and execution for making the galaxy fit for life in the wake of the war with the Flood and the firing of the Halos is simply pathetic.

They only did a quarter of the job at best, and doomed the galaxy to further death and bloodshed at worst.

It seems to me, after all of that had happened, they were still blinded by the 'Mantle' and refused to let go of their old ways. That would help explain their incredible failure at accomplishing what should've been a noble and benevolent act.
