For Midlothian - Mo Ye isn't programmed that way - but her factory chassis is - the defaults are literally entered at the factory in case something goes wrong before it gets to UNSC for programming. The factory itself has no access to her deeper settings - and only Engineers would be able to cripple her in this fashion.
