It's like : they just picked this one obscure feature, didn't really know why it was : there, and just decided add it to their ships that are otherwise different : in almost every way. I agree with Bry's response that we haven't seen much more than a handful of what 'Forerunner design aesthetic' actually looks like. The Covenant cruiser and carrier may be exactly what a Forerunner ship looked like. Could it be the difference in design from Forerunner military to Forerunner civilian? (I say Forerunner military, but I'm reserving that meaning to Flood fighting units rather than the more peaceful couriers and explorers they must've had before the Flood threat.) The Forerunner likely didn't have an organized military being as peaceful as they were.
