I think what he meant to imply was that while progression is linear, you don't feel as pressed into a single method to pass through each area. You have more than one option to explore from a gameplay standpoint. Even if it is all point A to point B, it's partially veiled by the fact that you can pick how the battles run. It's an interesting comparison to look at the first levels of games, though. To keep it in Halo, 2 had a very 'A to B' feel, but Had a number of open areas with side paths as well. But up to the end of the opening of Halo 3 more of that feeling, those options, aren't there. I suppose that if you were to watch a handful of random people tackle the battles, they'd all tackle them differently. And I think that is what Halo combat is best known for. That levels may be linear, but encounters aren't. Over simplify it if you wish, there it really is a lot of variety floating around there.
