Yes, Halopedia is not a fan-fiction site (as per H:NOT) but there are several policies such as the H:Notability which enables user to get around the H:NOT if he/she can prove that articles such as Oonsk are actually well known around the Halo Nation. In order to do that, they would have to satisfy the Notability test (H:Notability) which requires more than two administrative approvals. The H:Notability is still in the grey area and because of this, Halopedia uses Wikipedia's Notability as a precedent. (Law is biased, for example: Wikipedia doesn't consider Halopedia as a notable site.)
