In Response To: The Rings COULDN'T be over their planets SPOILERS (Riceatron)

We know from the terminals that there were advanced, space faring, non-Forerunner, civs in tha galaxy at the time of the array activation.

All the recognizable species we saw looked low tech. We saw: Brutes, Elites, Humans, Grunts and Jackals (I may have missed some).

Hunter gatherers would find it easier to carry on after reseeding, they don't depend on the systems that advanced species require in order to live. They are used to getting by with pointy sticks and fire.

Why did we only see low level techs?

Was this just to give all the familiar races a similar starting point?

But any one of the other races could have had high tech and would still have been reset to stone age after the array activation.

Or is that true? Any race that has the scientific method would have a dramatic head start in rebuilding its former glory because the scientific method is an idea and it can persist even if all tech was lost. And it is an idea that enables/drives progress.

What happened to the high tech races?

Had the Flood conquered them all before the arrays were activated? Was it impossible to reseed them because they lacked basic skills and natural environments that would have supported a hunter gatherering life style? Did the Forerunners take them with them on their great journey?
