Think the ORION Project may benefit from some fairly deep exploration with the first special forces volunteers and the story behind the program. The Insurrection was starting with the rebellion of Eridanus dissidents at the time ORION was initiated, and a lot of rogue commanders posed a real threat to the UNSC what with the rebels' outstanding infiltration skills. I hope there'll be a perspective on some early undertakings of the Covenant to purify its ideology and absorb other races, some backstories of characters like Miranda and Hood, and maybe even a story delving into the experiments of Doctors Fujikawa and Shaw.
