Maybe you can wear a cut-down version of a Hierarch's mantle if you are a Prophet and are acting with the Hierarch's authority. If he was there to perform a task relating to the odd artifacts found on the world then maybe he was acting on Regret's behalf. I think of young Regret as being the most active of the Hierarchs and, probably, the one tasked with tracking down Forerunner tech and maybe also: the Librarian's progress across the galaxy. Would the Prophet be exercising Regret's secular authority or his religious authority? Or maybe the mantle denotes an affinity, it demonstrates that he is Regret's man or Truth's or Mercy's. It says that he is a follower. Did anyone recognize the mantle? Does every Hierarch get a unique mantle when they become Hierarchs? can a Hierarch assume the name and mantle of a former Hierarch, for example: Pius II. Maybe a Hierarch can form an order. A Hierarch could champion an activity or a cause, become associated with it, or provide monies so that others can form an order to take care of it when the Hierarch dies. Low ranking members of the order could wear badges with the mantle upon them. High ranks wear full blown mantles in ceremonial occasions.
