They don't need any more retcons to put Brutes pretty much anywhere they like. Contact Harvest puts Brutes in the first conflicts with humans, so they can pretty much have Brutes anywhere they like after that. They can pick and choose what enemies they use and pretty much explain it however they like. However, I'll also side with those who want Elites in Reach. I think once Bungie updates them to include some of the things they've added since Brutes became the primary enemies, the difference in behavior between the two of them would be too slight. Since Reach comfortably takes place before any hint of a Human-Elite alliance I'd think Bungie could put them in if they really want.
