That was my first thought, too. The only reason I didn't stick to it was because we don't know Yasmine's number and 128 looked as though it belonged to something else (though what I can't say). At this point Yasmine is the best bet. : VA - Vice Admiral? 1031 is a mystery, looks more like a street number. I considered Vice Admiral, Valley Authority, Virginia, and a few other things here. 1031 could simply refer to the number "1031" which is printed on the doors of most or all of the cars with license plates. Alternatively 1031 could be October 31st; Halloween. This one may also be alluding to something outside of the haloverse (along the lines of KWA 434K). Some of these will probably become clear as the release of Halo Reach approaches.
