I think it was Staten that said ODST rose out of the ashes of the Chronicles project, yes.
However, what they meant was that once the movie project collapsed, so did Chronicles. However, the ODST project was completely unrelated to the Chronicles project. The reason they did ODST was because (I'm paraphrasing what he said here): They had a core team of people assembled from Bungie to assist with Chronicles, composed mainly of devs who worked on Halo 1, the no longer had a project to work on. They were pumped to work on SOMETHING, so they decided to work on something small. They had ideas ranging from stories involving the Arbiter or the Chief, even to an Elite strike force story.
So the story of ODST was made specifically for the game after the Jackson project, so whoever wrote this script was from Bungie. (Was it Staten this time or no?)
