That's another thing that bugged me. Thanks to Mendicant Bias, Truth and the other Heirarchs knew that humans and Forerunners were one and the same, a revelation that, if it became public knowledge, they feared would result in the dissolution of the Covenant. However, Truth in his last moments seemed like a stark raving mad zealot. I'll chalk it up to Truth going insane from being eaten up by the Flood.
Of course, there's also the question of what would've happened if Truth was successful. There's either one of two possibilities:
1. If he assumed that, like everyone in the galaxy, he and everyone at the Ark was going to die when the rings activated, then that insinuates that he would rather kill himself and everyone else than let the Covenant fall apart.
2. If he knew the Ark would save him from the Halos, then after they fired the Brutes that were with him would likely have a big "WTF? Why haven't we ascended?" moment. I guess he figured the massive population bottleneck caused by the reduction of all eight species from millions or billions of individuals down to those few who survived the battle at the Ark would result in extinction for most (several species would completely lose their capacity for breeding). If this scenario is the case, he'd still be dead, if not at the hands of the Brutes who figured out that they'd been lied to (or at the hands of the Elites or humans), then eventually from some other cause and as the last member of his race. So, just like scenario #1, it's a case of rather killing everyone than letting the Covenant collapse.
