Its a bit of a popular joke amongst soldiers to say there is no such thing as overkill, but there is.
The only real problem I'd say is that Bungie let the AAA in the game look underwhelming.

There are already some explanations for why a MAC round may have been unworkable, too risky or plain suicide.
And a Shiva missile, collateral damage and weapon value aside, for all we know the AAA might have been quite capable of intercepting the missile before reaching its target, even if the game didn't give us that impression.

Flying well is no guarantee that you won't be shot down even today. That's why we have stealth and even that is not a certainty as the USAF learnt when a F-117 was shot down over Kosovo.
Missiles have become too smart and accurate to reliably evade even with countermeasures like Chaff and Flares.
With stealth out of the picture, flying right into the performance envelope of AAA or SAMs is an incredibly dangerous and brave thing to do.
44 aircraft were lost in the 1991 Gulf War, 43 of them to AA fire from the ground despite most non-stealthy aircraft actually trying to stay clear of AA weapons.
Those that did go straight down the throat of the Iraqi guns, especially the British Tornados and American A-10's, took the heaviest losses of the campaign.

Even the mighty F-15 Eagle, an aircraft that has shot down 104 enemy aircraft with zero losses in aerial combat, making it the most successful fighter in history.
2 were lost to AA fire in Desert Storm.

Now I could go on, but the main point is don't underestimate how deadly AA weapons can really be.
The best way to evade AA is to not get fired upon in the first place.

Despite how unimpressive that AA weapons might seem in Halo 3, taking the games script and story into account, as difficult and unpleasant as it may be to swallow, getting within its engagement envelope was apparently suicide.

Ah well. Think that ones pretty exhausted now.
