Yeah, after all, it was a carrier that ended up over New Mombassa. Once it was anchored to its grav lift, I reckon it was able to get enough troops and armor on the ground to occupy the city within hours. This is yet another area where Halo 2 fell short of the E3 2003 demo. That gave the impression that we'd spend a lot more time retaking the city and rallying forces before going after the carrier (er, cruiser at the time). Still, I'm sure these actions had to take place. Maybe the Chief and Johnson actually sat one out while the marines made an opening for the Pelicans at the beginning of Outskirts. : Then we have the collateral damage problem. : Attacking the carrier in space is one thing. Attacking it on your home turf

Maybe the ODSTs were supposed to board the carrier from above while MC and the Marines went up the grav lift like the Truth and Reconciliation. A two pronged attack might've actually pulled it off. If Regret hadn't jumped at the last second, the timing for that was almost perfect. Still doesn't explain what Dare is up to and why ONI didn't really intend to assault Regret's ship. Or why Fred, Linda, and Will weren't sent in with MC as BS Police mentioned. We'll see how much of this is tied up in ODST. Alas, I suppose some questions will never be answered.
