Most of their ships are scavanged or at least inspired by Forerunner tech, so perhaps creating a ship requires unique and very rare Forerunner technology or equipment to construct? : The Brutes who dragged the, soon to be, Arbiter past the Jackal cells
That's an interesting idea, and it might explain some of the idealism behind the Heresy and the Schism of the Covenant, the idea that no "Great Journey" could explain away the hellish conditions Covenant citizens had to go through to keep the war effort going day to day..though perhaps the Brute was well..acting Brutish. : Me too, I hope ODST is Flood free. : Maybe Ensemble was told hands off the Bungie characters. I agree with what you say here. But the "researching tech in the middle of a battle" problem is one that is almost universal in RTS, and few deal with it even partially.
