If you don't mind, I'd like to add some of my opinions, though I haven't gotten around to playing Halo Wars yet..

: In RTS terms maybe the Covenant spent their resources on research and not on

Most of their ships are scavanged or at least inspired by Forerunner tech, so perhaps creating a ship requires unique and very rare Forerunner technology or equipment to construct?

That's an interesting idea, and it might explain some of the idealism behind the Heresy and the Schism of the Covenant, the idea that no "Great Journey" could explain away the hellish conditions Covenant citizens had to go through to keep the war effort going day to day..though perhaps the Brute was well..acting Brutish.

We can only hope, but Reach is questionable. Won't MS have a larger part in Halo: Reach this time around? Their may just be Flood for "That Halo feel" like Halo Wars seems to have done.

The Flood have never been a large threat until the first Halo because like you said earlier, space is immense, and without any decent ship to take control of, Graveminds and Flood couldn't travel from planet to planet. Though that doesn't explain why the Covenant didn't run into them earlier researching about the Forerunner on their worlds..

I agree with what you say here. But the "researching tech in the middle of a battle" problem is one that is almost universal in RTS, and few deal with it even partially. However, Age of Empires, intrestingly enough also by Ensemble, goes with your idea in that most games take place over centuries of in-game time, going through Ages and researching various technologies along the way.
