Ah well. Realistically no, you probably wouldn't be able to see buildings that size from Voi. Even if the ground removed to uncover the portal prevented Mombasa from being obscured by the horizon, I think its structures would simply be too small and too distant to see. At the same time, though, we don't know how far New Mombasa sprawls beyond the main island, nor do we know precisely how large the portal is. I think Bungie was just trying to connect us to Halo 2, with little regard for realism; I'm fairly certain Kilimanjaro wouldn't be visible from Voi, either.
