You've said it yourself far more eloquently then I can: Bungie is always about the detail. This is a Bungie game, how could it not be just as obsessed with these intricacies? Is it not possible we are simply missing some pieces of the puzzle that will become clearer when the game is in our hands? Perhaps the overlay is wrong? Or is representative of only small portions of the city? Seems to me, if it was designed to help a few Marines fly down onto a carrier there would be no point in even rendering building or obstacles that would present no problem-just buildings tall enough to get in the way, and space elevators they need to avoid.

But who knows? Point is, there must be an explanation.
