I totally agree that the Arbiter's side of the story was probably the better half of Halo 2, but I would have to argue that it was despite giving a face to the enemy and not because of it. When I first played Halo 1 it was one of the most intense games I'd ever played, and I think that largely had to do with fear of the unknown. These were aliens I was fighting and they turned out to be very intelligent and unpredictable opponents. I might think I was safe but find myself stabbed in the back by an invisible elite wielding a glowing blade of death. (Now if that's how I felt about the Covenant you can imagine what a shock it was to find the Flood suddenly introduced into the story.) Then Halo 2 came along and transformed the Covenant into a bunch of poetic Shakespearean types who turned out to have a purpose beyond having my innards splattered against the walls of a spaceship, and somehow the same feeling of uneasiness wasn't there. I felt like I knew too much about them to really fear them, they were too understandable I might as well blame the books for this as well since they were the first to really explore the inner nature of the Covenant.

I did really like the Arbiter story, but mostly because it got all the sense of mystery and adventure that the Chief's part just didn't have. I liked it not so much for giving insight into the human covenant war as for having a lot more to do with the Halos. The Halos have always been my favorite part of the story, and as far as the human-covenant war went things in Halo 2 and 3 tended to just sort of happen. Wasn't most of the actual explaining left up to the books?

As far as prefering Spartans to Elites, there was one game featuring the Master Chief, Halo 1, that actually had a lot of emotion to it other than just testosterone-fueled asskickery. I feel like the fact that Halo 3 and to some extent Halo 2 contained a lot of the latter was due more to a change in the tone of the writing and the marketing than anything else. After all, in Halo 3 even the Arbiter's side of the story (or what little of it that there was) was filled with such badass-one-liners as "Were it so easy..." and "And so...you must be silenced! *stab*"
