Here's a thought - Bungie has said they always want to make games THEY like to play, and if everyone else does too, GREAT! Would this Elite centered game be something THEY want to play? What does this tell us about Halo 2, and the changes wrought in Halo 3?

(Though they run a business, and I think they really DO want other people to like their games too...)
