A Marine is a much more capable fighter than a Grunt, if for no other reason than that they use more potent weapons. However, an ODST is far less deadly than an Elite. Elites are about as hard to kill as a SPARTAN-II - or exactly as hard to kill if the H2/H3 multiplayer setup is to be believed (heh - except for SWAT). Even if an ODST can deal out the same amount of damage as an Elite (s)he still won't have the shields to back it up. A marine sniper being equivalent to a jackal sniper I can believe; I think jackals are probably the closest to humans in terms of behavior and difficulty. As for SPARTAN-IIs, it'd break my heart to have to fight against one. And I don't think an entirely new type of Marine would be thought up just to be a counterpart to the not-widely-used drones. On the whole, the issue is I think more about behavior than damage dealt or taken. A marine will be more aggressive than a grunt by far, while an ODST or S-II would never go into "elite cover" (jumping on top of a shipping crate and roaring). But while it's interesting to contemplate, I don't think we'll ever see any gameplay as Covies on Reach. The way Halo 2's Arbiter missions were set up leads me to believe that Bungie doesn't want us to have to fight against humans. I know I wouldn't enjoy that nearly as much, personally. Especially if I had to kill an S-II.
