They kinda are really. Try shooting them an unarmoured part of their body and you'll find they are shielded, until you overload the power armour.
Just like how on higher difficulty levels an Elite Major and higher can take a sniper headshot without dying, so can the higher ranked H3 Brutes.
Sounds like shielding to me, just a more basic form which can't regenerate.
