The definition of what's core isn't just the games (although they are primary) it's stuff that comes directly, rather than indirectly, from Bungie. So H1, H2 and H3 as well as their attendant materials (like Conversations) are all Core. Halo Wars is peripheral, as are the novels, because while they are done with access to Bungie materials, they are not done by Bungie. Promotional materials by 3rd parties (like ILB and the Blomkamp shorts) are not only done by 3rd parties, but are done for a secondary purpose (to promote the games rather than to be content in and of itself) so for me that makes them Fringe-- they weren't created to flesh out the universe, they are parts of the universe reinterpreted by others in order to promote products. Not the best way to derive canonical facts about the universe.
