Canon is a question of degrees, not a binary "yes/no" kind of item, and ultimately everyone draws their own lines.

For me, the games themselves are the absolute 100% ironclad canon. If they handed me the actual Halo Bible and showed me where it contradicted what's on the screen, I'd say they should correct the Bible.

Everything else I think is a continuum, down from things Bungie did themselves but aren't part of the games themselves (promotional materials, stuff like "Day At The Beach") which are canon, but not "as canon" as the games, down to the novels and the graphic novels, done with Bungie's support and (apparent) approval, and then to spinoffs. Finally you hit fanfics, which absolutely are not canon (except to the extent that they reiterate existing canon).

Good question. In the eyes of the fans, is the determinant of canon the owner? Or the creator?

Bungie made Halo. But like Oni and Myth before it, they no longer own or control it. Whatever future input they have is down to contracts, agreements, and, at the end of the day, Microsoft's whims.

Halo Wars for me is very questionable. Combat between UNSC, Covenant and Flood on ring installations prior to 2552 doesn't make any damn sense to me at all. Takes away from the significance of the events of the first game if the situation is that all these things had been seen and done before, but the primary characters were unaware of it. After all, how much is supposedly going on that Cortana doesn't know about?

Depending on the level of Joe Staten's involvement I'd tend to think Chronicles (whatever it is and whenever it is released) may cleave closer to canon than Halo Wars. Halo Wars' game design has built-in incentives for breaking canon-- they have 3 species in the story and a desire to use them all in gameplay, and a time period set safely before the primary trilogy (because probably just like the rest of us, they don't know what's happening after Halo 3 and they don't want to end up being contradictory-- I'm sure they've learned the lesson of Splinter of the Mind's Eye.)
