I assume the reason they wouldn't just annihilate the planet would be because they needed to find the location of Earth first. They obviously didn't find the location, otherwise the Pillar of Autumn would not have jumped to an unknown system (unless they were unaware that the Covenant had discovered Earth, and the Covenant pursued because they didn't want the Halo to be discovered by humans).
Chances are Reach will be decimated or destroyed by the end of the book.
