I lean towards #2. As to the Flood slowly dying of starvation line of thinking - to me, after reading of the Forerunner's sorrow (specifically Didact and the terminals), after noting all of the failsafes within failsafes, it just seems that the Forerunner would not hinge the success of their plan on the Gravemind slowly wasting away.

Not when they have just recently realized how cunning it is. Know what I mean? The idea still works, but it doesn't fit the drama, so to speak.

You're right though - I don't think we're meant to be sure of anything.
