Fair enough, I'll be honest. Its not an area of the Halo storyline I've delved into very deeply.
I've focused more on the Covenant, Sangheili and UNSC side of things.

Well, that wasn't really what I was aiming at. It was more to do with there being wild-life there at all.
It had to get there somehow after the Halos had been fired, which means someone put it there.
Be it the reseeding that took place after the rings were fired, or perhaps if someone else came along and tried to colonise them (though that basically just leaves us with an almost perfect duplicate of the storyline in Aliens with a few swaps here and there).
More I was trying to say that since there is some animal life present, unlike the completely sterile Installation 04, there may have been other, more substantial life present along the lines of the creatures we saw in the E3 2000 trailer which we know were cut for technical reasons, just like the flamethrower and mongoose.
For all we know, had we gone to a finished Halo in H3, we might have seen the cut wildlife return as well as those two pieces of equipment.
We don't know it would have happened, but we don't know it wouldn't have either, so I don't think it can be dismissed out of hand, even if it doesn't seem perfectly logical.
There is another alternative, which would be that they were too small to be killed by the halo blasts. I can't refute that possibility so I won't try to.

I'll hold my hands up, I don't have the answers.
A problem was presented and I'm just suggesting one possible solution based on what little we do know. The Flood on Delta Halo apparently found sustenance somewhere. At the same time, it apparently didn't provide them with the means to escape the ring itself.
I also know its an iffy area when we start delving into cut material, believe me.
