If 289 years elapsed between the report and the escape, and the excape referred to a ship controlled by a super cell as per the flood's usual tactics, why would it be considered a breach via "EMERGENCY [slipspace] transportation conduits", rather than a breach through slipspace transportation conduits, or actually reporting a ship? Unless the Foreunners actually created slipspace, had THAT level of control over it, and had some labelled as emergency/proiority conduits? It would seem more like a description of what would happen if something managed to open a specific slipspace conduit designated for emergency use and make a "jump" without a ship... like using a teleporter. Plus, it also states that the conduits were then placed in "recursive mode"
If this system was successfully activated as indicated, it would have thrown the escaping entity back to the point it was teleporting from and presumably teleport them back to that position again and again. Thereby succesfully capturing the entities, which explains why an additional emergency security detail was requested (and defined as being a separate request from the intial one) at that point.. to handle the flood that were "contained" in the teleporter system. It seems as though it chose this option to capture it in the slipspace conduit, rather than shutting down the emergency conduit (assuming it could do that). Otherwise, I'm sure a system this advanced would understand the concept of closing the stables after the horses leave. Unless this ocurred even prior to the rings firing the first time, meaning that the flood involved might have been "Smuggled" past the initial killing Halo blast by being constantly shifted through the slipspace conduit. It reinforces the idea that Guilty Spark was surprised to see that some of the flood "survived", and why there were references to the Covenant forces poking into and unlocking stuff (causing the Halo 1 breach). This station was "sealed" as well.. which implies it WASN'T sealed like that prior to actually being sealed. Had the monitor already been absorbed by the gravemind at that point? Also, I think this was a successful capture of the entity, because even though a breach was reported, there was no report indicating that setting the Emergency slipstream transportation conduits to recursive was unsuccessful, which means it did what it was supposed to do, and trapped the entities, otherwise, why send a new security detail? If that was the High Charity event, High Charity couldn't have left to appear in Halo 3. It would have to be this way, unless the Reporting Agency completely missed the High Charity leaving, or High charity was a second escape that wasn't reported because the reporting systems were under the control of the Flood by that point. This second option seems very likely to me, as it might explain why the atmosphere was intact on the ring. (because the flood in control managed to restore it?) (I think the reporting systems, must be semi automated, more like a home security system calling the authorities, rather than an unknown entity to be discovered, since it had no "callsigns") I also suspect this viral campaign is for the origins behind at least one of the new maps.
