My point is what they DIDN'T do, which is construct : large armies of Sentinels to combat the Flood and defend or take back : planets. Two words: Mendicant Bias. Large portions of Mendicant Bias' force was directly controlled by AI units, and they had a specific task to assault and destroy the Flood command intelligence. : Not only that, but Terminal 1 mentions the evacuation of 42,669 military. Fromt he local planetary military forces. No evidence these were Forerunner personnel, and more importantly, all military personnel on the planet woudld be involved in combat as they were defending it.
