Therefore it is possible that they were only outfitted for combat after the Flood was discovered." : Anyway, in one of the terminals it says how the Forerunner had been at peace : for so long they didn't need any weapons, and the life they were : protecting didn't develop any weapons either, so they were defenceless for : the first couple of years, when the flood could get a strong foothold. Still, the war lasted 300 years. At least 100 years in they could have gotten their act together and started mass-producing sentinels.
