It is a voracious and extremely contagious : infection. It only takes a handful of infection forms to consume a planet, : and even small infestations must be dealt with extremely harshly. Just : look at Halo 3 -- a small industrial town like Voi is overrun, and the : only cure is to smelt a good chunk of Kenya. : With that level of virulence, it's not hard to see how the Sentinels could be : reduced to a weak stopgap measure. Even an army of billions of robots : could not hope to stop every Flood incursion (no matter how minor) on : every Forerunner planet from every possible direction all the time. Not necessarily no. However... One, the Sentinal Factory at Onyx produced "trillions" of Sentinals over 100,000 years. That's one factory, continually producing sentinals for 100,000 years. That means that if the Forerunners really wanted to they could churn out trillions and trillions of Sentinals for the war. The presence of say 200 billion Sentinals stationed on each planet, ready to react to an infection wherever it may arise on the surface, would go along to prevent individual planets falling to a flood attack. A single flood spore can destroy a species, but that's only if you let it.
