In Halo 1 it was explained that a single ring didn't do a "galaxy blast" it merely did a section, and when the "other rings" followed suit, it would cover the galaxy. It's my opinion that the primary blast is considered "tactical" by 343. My understanding of the final covenant cutscene was that 343 agreed with the plan, but 343 knew that firing it too soon would destroy both the ark and the installation, and thought that they'd follow this course of action later, when the ring was completed, where it wouldn't destroy itself during firing. Don't forget.. 343 is designed to allow the rings to be fired when it's needed, but also doesn't want to destroy another ring by firing it before construction was complete. That's why he killed Sgt. Johnson after appealing for him to wait a bit, and he refused. I don't think there was any difference in a Tactical blast and "galaxy" blast. Since they were in the ark, they had a "local" infestation, and even though they were not within range of any other rings that might be used, the blast by itself would be enough to take care of the flood within range. Damn.. now I'm wondering about the specific dialog though.. I could be wrong here. We still haven't got a Halo 3 cutscene transcription yet, do we? I guess I'll get started on that this weekend maybe. Does anyone have a partial that I can add to, or that I could add to mine? Seems like a crucial bit of the research puzzle.
