The Forerunner built the lake there. Just to expand on that (or the thread in general)... We can see from The SC island, 05's Control Room etc that the Forerunner used buildings very high off the ground and (at one time) surrounded by water, to keep the Flood (at least in its infant stages) away. Presumably the temples in the lake were of great importance (hence Regret going there) so once the Flood were introduced to 05 (intentionally or not) the Forerunner then created that lake around them as a basic security measure...
