However, one must remember the fact that they were on the losing end of a war. When the the galaxy already has free Flood looking for you, is contained Flood really a greater risk? I would call it prudent to already have a means to stop the Flood within reach while still looking for a less devastating solution. And if that should take a few years, might as well make the place comfortable, and able to sustain itself mostly independently. A place that big needs a long lasting supply of air after all.
