The only difference I noticed in draw distance (while just playing the game, not really paying attention to it) was driving up to the first tower at the start of The Covenant level. I think part of the problem (or at least as far as I could tell) was that at certain distances details were lost in between pixels on the TV - somehow the way that details were drawn until they became bigger than a few pixels was different. Or something like that :) But yeah, maybe the game increases the detail at certain distances because it thinks you wouldn't be able to tell otherwise (ie not using HD)

PS: Oblivion - fairly good game, but the draw distances - when riding in fields you'd literally have a 20ft circle of grass around you, then just bare green :D
