I'd guess that they're referring to the Portal (pauses to remember the Weighted Companion Cube *sniff*) buried and hidden by Kilimanjaro and that the intended purpose was to get us Reclaimers to the Ark, our heritage from our (adopted, dammit!) forefathers, when we were ready to inherit the Array. (Array = Ark + Rings) -- Steve still isn't sold on the Forerunners=Humans, and won't be unless we get a lot more evidence in its favour. PS: it's possible that the "unexpected Human colonies" orphaned from the Cortana Letters is a hint in favour of the theory, but again it's tenuous stuff.
