I've started to think about it like how things "worked" in the Babylon5 universe. The First Ones were the first races to achieve "greatness" among the stars. The walked like giants and then started to help the younger races along as they developed. Once the younger races could stand on their own the First Ones went away leaving the galaxy to those that remained, some of whom would eventually "reclaim" parts of the First One's worlds and tech.

While it doesn't fit letter for letter I think it is a nice framework to think about this in.
