Maybe we're just unaware of logistical constrictions - the largest fleet serviceable by High Charity alone could be about 500 vessels? Of course, it's useless conjecture, but plausible I suppose.

No, I don't recall, but that's my fault, not yours : P

I'd consider it plausible that the Covenant is up to a fair deal more than we're aware of before Halo. Granted, I've yet to do the Contact Harvest bit, but before the Sacred Ring gets involved, there's no reason for the Covenant to see us as more than a cosmic speedbump they can kind of ease over. If I had thousands of ships more, but I could rape skulls with 8, I'd have 8 raping skulls and thousands out in random abandoned star systems trying to find the gateway to Paradise here.

Again, logistical constraints? Ships means money and metal. Especially with the human civil wars going on beforehand, I could certainly see the UNSC being a tad more frugal with their spending. It seems that most of the ships we see, considering their sizeable ground-force contingent, are designed more as troop deployment vehicles, because as we know, Covenant pretty much destroy us in space but we have okay chances on the dirt; maybe there are only 20 cruisers because there are just more specialized troop-carriers instead.
