Both of those could work. From the posts here I've come up with twosolutions: 1) This one's simple enough. Like you said, there could be only 17 major worlds. The rest could have minor populations. Think of how in US history a territory had to have certain requirements before becoming a state. 2) The CA/CAA and UN/UNSC are two separate governments. The UNSC is kind of the 'elite' of the human empire, while the CAA is a kind of 'sub-government' that all the newer and smaller colonies are a part of. This could work well, as Harvest is the only one I remember being named as one of the seventeen. 3) It could be a combination of the two.
